The POEM model will simulate the European ATM network, with a particular focus on understanding the propagation of aircraft and passenger delay through this network. This document explores the challenges associated with analysing ATM data over multiple temporal and spatial scales, within the particular context of developing new performance metrics. It compares and contrasts both classical and complexity science techniques. Techniques from neuroscience and social science will be used. Key challenges are differentiating between association and causation, and dealing appropriately with data collinearity. Details of the model’s data structure are presented.
