Abstract

This paper explores the role of the UN High Commissioner for Human Rights in the fields of development and security in order to assess the institutional capacity of the UN High Commissioner to coordinate the human rights elements of the UN security agenda in conjunction with the UN Security Council and the UN development agenda in collaboration with the UNDP. By examining relevant policy documentation and the practice of the UN High Commissioner in the fields of security and development, it is argued that the UN High Commissioner plays a key role in the institutional coordination, especially in building institutional bridges between the UN Security Council and the UNDP, of UN activity in the disparate fields of human rights, development and security. As this examination is set against the backdrop of UN reform initiatives, which speak of the interdependence of human rights, security and development, the paper offers further elaboration of the relationship between human rights, development and security.
